Kathleen Conway, Director - Cargo Verification: Cargo and Conveyance Security Division - Office of Field Operations

US Customs and Border Protection

Ms. Conway has been a dedicated member of U.S. Customs and now with U.S. Customs and Border Protection since 1978, starting her career as a U.S. Customs Inspector in Buffalo , New York .

In 2000, as Program Manager, HQTRS/Office of Field Operations, Anti-Smuggling Division, provided oversight to field Contraband Enforcement Teams, the Non-Intrusive Inspection Technology program, and setting policy for enforcement operations in air, land and sea ports of entry.    

In 2001, as Program Manager, HQTRS/Office of Anti-Terrorism, addressed border security and anti-terrorism operational issues, provided oversight and assessment of policy and matters relating to terrorism.   Served as Customs representative to federal agencies addressing terrorism and homeland security. (FAA, Coast Guard, Departments of Energy, Treasury and Homeland Security)

In 2003, promoted to Director, Interdiction and Security Division, charged with oversight of Customs and Border Protection's maritime and air cargo enforcement initiatives, support of the Container Security Initiative, Smart Box, Operation Safe Commerce, and CBP's support to the implementation of the Maritime Transportation Security Act.   Collaborated with U.S. Coast Guard, Transportation Security Administration and DHS on maritime and air cargo security policy.  

October, 2005, became the Director, Cargo Verification, under the CBP Cargo and Conveyance Security Division addressing various cargo security initiatives, policy and operational efforts.   

Captain Michael Brown, Commander - International Assessment Team

US Coast Guard, (Retired)

Captain Michael W. Brown, U.S. Coast Guard, (retired) is from International Port Security Program of the Port Security Directorate of Coast Guard Headquarters in Washington , DC .

Captain Brown (retired) attended the United States Coast Guard Academy, graduating in 1973 with a Bachelor of Science Degree.   He has had extensive assignments in both maritime safety and security.    He has been stationed on both coasts, the Great Lakes, the Gulf of Mexico and in Washington DC .   He has held two commands; Marine Safety Office Pittsburgh, Pennsylvania, and Marine Safety Office Chicago, Illinois.

Captain Brown is a 1978 graduate of California State University , Long Beach where he received his Master of Arts degree in Political Science.   He is also a 1988 graduate of the Armed Forces Staff College in Norfolk , Virginia , and a 1996 graduate of the Industrial College of the Armed Forces where he received a Master of Science degree in National Resource Strategy.  

David McWhorter, Institute of Defense Analyses,

Office of SAFETY Act Implementation - DHS

Dr. David McWhorter received his PhD in Chemistry at the University of Virginia in 1998.  He is a research staff member at the Institute for Defense Analyses, the contractor in charge of implementing the SAFETY Act with the Department of Homeland Security.   Dr. McWhorter has been directly involved with the SAFETY Act application evaluation process since its inception in the summer of 2003.  He and the rest of the SAFETY Act team have produced the Application Kit for DHS and designed the entire process for application evaluation.  Since the first applications were received by DHS in September 2003, Dr. McWhorter, who serves as the leader of the Technical Evaluation team, has helped review all applications and provided DHS decision makers with the information they need to respond to the applicants.  Dr. McWhorter is also responsible for identifying Technical Reviewers from IDA, federal and national laboratories, universities, and the private sector.

Robby Moss, Branch Chief - Highway Systems,

Highway  & Motor Carrier Programs Divison - TSA

Robby Moss is the Branch Chief for Highway Systems within the Highway & Motor Carrier Programs Division of the Transportation Security Administration (TSA).   He is also the Program Manager for TSA's Hazmat Truck Security Pilot.  

Previously with TSA, Mr. Moss spent over two years with TSA's Transportation Worker Identification Credential (TWIC) Program and served as the TWIC Operations Manager from April, 2004 until January, 2005 when he moved into Highway & Motor Carrier Programs.

Prior to joining the Transportation Security Administration, Mr. Moss was employed by KPMG Consulting Inc. as a Senior Consultant.   Mr. Moss' experience includes over 11 years of operations management and consulting related to logistics management, less-than-truckload (LTL) operations management, supply chain management, project management, and process improvement.

Prior to joining KPMG, Mr. Moss served as an Operations Manager of dedicated logistics operations for clients of Ryder Integrated Logistics and Dupre' Transport.   He also has experience in LTL outbound operations with American Freightways.  

Mr. Moss earned an MBA with a concentration in Management from the University of Houston and a BBA in Transportation from Mississippi State University .

Ronald Miller, GXB-Customs & C-TPAT Compliance

Procter & Gamble

Ronald Miller is a member of the Procter & Gamble's, Global Cross Border, Custom's Compliance Team, where he is responsible for developing strategies and overseeing imports related to the NA MDO and Beauty Care GBU for this Global Consumer Products Giant.  

In addition to his current work, he is focused on supporting P&G objectives as it pertains to the US Customs Trade Partnership Against Terrorism (C-TPAT) Program and Supply Chain Security activities.    This cross functional team is leading P&G's implementation of C-TPAT into daily operations while stressing the need for sustainable solutions that make business sense and are operationally feasible.

Mr. Miller has 15+ years of Senior Management leading cross-functional divisions in the areas of Supply Chain/Procurement, Safety & Environmental Affairs, US and International Customs Compliance, Supply Chain Security/Risk Methodology and US & International Governmental Contracting.   He holds a BS from Murray State University in Safety Engineering & Industrial Hygiene and also studied internationally at TTKK, in Tampere , Finland .  

His professional experience includes Sr. VP of Operations for U.S. Cavalry Inc., Director of Safety, Health & Environmental Affairs for Weyerhaeuser/PTB and Safety Engineer for E-Systems (Raytheon) where he supported Electronic Warfare Programs for the Strategic Air Missions (SAM) Fleet ( Air Force One 28000 & 29000), VIPSAM, Cobra Ball, & Cobra Eye.  

He was a National Winner of USPS Award for Excellence in Leadership in 2000.

Larry Arszman, Snr Mgr - Global Operations, Corporate Security Div.

Procter & Gamble

Larry Arszman is a Senior Manager of Global Operations at Procter & Gamble. He holds a Bachelor degree in Administrative Management, a Bachelor degree in Computer Science and a Master Degree in Security Management.   He is member and held leadership positions in ASIS, ACFE, CRIMESTOPPERS.   He is a behavioral profiler through handwriting and a member of the American Handwriting Association.

During his 25 years with Procter & Gamble, he has had security responsibilities for numerous Research & Development facilities, managed various security improvement projects and was a member of the global security team focused in Western Europe for Procter & Gamble.   He is currently part of the Procter & Gamble COE ( Center of Excellence ) responsible for developing and implementing policies, procedures and training on various global security topics for all Procter & Gamble employees.   He is also the Corporate Security representative for their Information Security Program and the webmaster for the Corporate Security web site.

Larry is part of the P&G's CTPAT team where his role to help develop and implement the necessary security procedures in accordance with CBP to ensure the company complies with all CTPAT security requirements securing their supply chains.

He is based at their General Offices in Cincinnati , Ohio .

Jeff White CFE, Director of Asset Protection - Supply Chain

Kmart

Jeff White is the Director of Asset Protection for Kmart's supply chain. His responsibilities include the development and management of the asset protection function within the supply chain. In this capacity he oversees physical security of Kmart's warehouses, shipping and receiving quality audits, safety programs, internal and external investigations, interaction with third party carriers and C-TPAT implementation.

Jeff has over 30 years experience in law enforcement, retail operations and retail asset protection including both store and supply chain position for Sears and Kmart. He also has assisted other companies with asset protection related programs as a consultant.

Jeff belongs to several industry groups including ASIS, ICSC and is a Certified Fraud Examiner.

Ken Konigsmark, CTPAT Program Manager

Boeing

Ken Konigsmark is the Boeing Program Manager for the "Customs-Trade Partnership Against Terrorism" (C-TPAT) program.   He oversees company-wide efforts to enhance supply chain security for Boeing's complex international supply chains and to ensure company compliance with C-TPAT requirements established by U.S. Customs and Border Protection after 9/11.

Konigsmark is a 1978 graduate of the US Military Academy with a B.S. in Engineering.   He has twenty years of service in various Boeing organizations, most recently in Boeing's International Security organization prior to becoming C-TPAT Program Manager.   He has previously worked in the Low Observables Technology organization and Boeing Computer Services and served as a Boeing Loaned Executive to the Mountains to Sound Greenway Trust.   Ken is a retired active U.S. Army and U.S. Air Force Reserve intelligence officer.   He and Boeing's C-TPAT program office are based in Bellevue , WA .

Jim Phillips, Customs Manager

General Motors

Jim Phillips is a Customs Manager working in the General Motors Tax Staff Customs Administration Group. He holds a Bachelor of Business Administration degree from the University of Michigan, is a licensed Customs broker, US Navy Veteran and has worked on a variety of Custom's related issues for 13 years.
Current assignments include managing GM's C-TPAT program, FAST implementation and other projects to meet changing regulations that effect Customs and the border. Jim is also Co-chairman of both the Automotive Industry Action Group's Customs work group and the Trade Support Network Supply Chain Security Committee and is an ACE Trade Ambassador.

Donald Gore, Security Advisor Global Security

General Motors

Don Gore is a Supply Chain Security Advisor with the General Motors Global Security Staff. He has 29 years of service with General Motors and holds a BA degree from California State University , Northridge. Don is also a member of the U.S. Navy Reserve.

Current assignments include General Motors Global Security Supply Chain Advisor, C-TPAT and   internal GM Security and Fire Protection Global compliance assurance. Responsibilities include internal C-TPAT audits and GM Security/Fire Protection audits at General Motors facilities globally.

Don is also a member of American Society of Industrial Security (ASIS).

Renee Stein, Global Trade Policy Senior Manager

Microsoft Corp.

Renee Stein is responsible for driving Microsoft's vision of Global Trade Facilitation and Supply Chain Security standards and practices at the national and international level.   As a trade policy advocate, Renee speaks for Microsoft's business wherever governments develop trade policy or pass legal or regulatory standards that can critically affect Microsoft's corporate strategies and bottom-line.  

Given the heightened worldwide security awareness and “forming” security requirements due to 9-11, combined with the increased scrutiny surrounding corporate reporting and expansionary compliance accountability on all reporting aspects of international trade (Sarbanes-Oxley), Renee is focused on proactively working with national and international governmental bodies and non-governmental organizations to influence trade policy establishment and proactively advise in negotiations relating to trade in goods on Microsoft's behalf.

Renee is active in trade associations both in the U.S. and internationally.   She is currently a member of the International Chamber of Commerce Customs and Digitized Media Committee and Co-Chair of the Business Alliance for Customs Modernization and the Customs Business Partnership World Customs Organization.   She represent Microsoft on the Trade Policy Group in EICTA (the European Electronics Association).

In 2000, the U.S. Secretary of the Treasury appointed Ms. Stein to the Treasury Advisory Committee on Commercial Operations of the U.S. Customs Service.   As a trade advisor to Treasury and the Department of Homeland Security, Renee is completing her second term of a 2-year term this month.

Dr. Scheer's current position is within Supply Management and is a team leader role.   It also requires that the incumbent be a Level III Contract Officer with up to $10 million purchasing authority for transportation and transportation-related services.     Responsibilities include contract award and administration for postal freight, mail shipments by rail and intermodal carriers, as well as trailer leasing.

Staff Transportation Specialist, Transportation Department , Virginia Power - Negotiated and administered coal transportation contracts, as well as private rail equipment leases between 1982 and 1990.

Ray McGuire most recently managed international and domestic logistics for Kellwood New England, Saks Fifth Avenue and Saks Incorporated, The Sharper Image, and Jefferson Smurfit Group (now Smurfit-Stone Corp) where he also held positions in the Quality and Safety areas.

In these roles, Ray's main responsibilities included identifying, developing and executing the international and domestic logistics, inventory management, transportation, and all governmental compliance (customs, C-TPAT, FDA, F&W, FCC, etc) success criteria for the import and export supply chains.

Experience of 16 years in Europe and 14 years in the United States has provided Ray with extensive knowledge of international and domestic logistics, and the ability and expertise to successfully implement more efficient distribution systems, and customs, security, and vendor compliance programs, while returning “hard-dollar” savings.

While in Europe , Ray co-founded and was the managing director of a successful international express transportation, warehousing, and forwarding company. He also held various positions at other international forwarding companies.

Ray is a member of the Council of Supply Chain Management Professionals (CSCMP formerly Council on Logistics Management or CLM), the American Society for Quality, and the Who's Who Historical Society's “International Who's Who of Professionals”.

Sean Dettloff, Partner + Asset Protection executive

Starbucks

Sean direc ts the enterprise wide supply chain and critical facility security program for Starbucks Coffee Company.   Sean's Partner & Asset Protection team provides corporate security requiremen ts and ensures the global mission:   “Protect Partners, Secure Asse ts and Contribute Margin”.   Sean's team is responsible physical security measures, access control integration, risk identification and mitigation as well as inventory control for Starbucks roasting plan ts , distribution centers, and i ts wholly owned subsidiary Tazo Tea.   Additionally, the team ac ts as the primary consultant for C-TPAT (Customs-Trade Partnership Against Terrorism) and business continuity programs.  

Sean recently led Starbucks participation in Operation Safe Commerce, a Department of Homeland Security funded program designed to test new technology and process change intended to better secure global commerce.   His team continues to investigate and propose for adoption progressive supply chain security practices, including supporting research and practical examination from the International Standards Organization (ISO) and other public/private organizations.    

Prior to his current role Sean served as a retail investigator and compliance specialist for the Starbucks retail program.   Sean has a BS in Business Administration and is a member of ASIS, American Society of Industrial Security and ICSC, International Cargo Security

John Costello, Director - Risk, Loss Prevention & Quality

John Costello is the Director of Quality, Loss Prevention, and Risk.   He holds a Bachelor of Arts degree from Kent State University .   He is a member of ASQ and a former lead auditor and quality consultant while working for seventeen years at the American Bureau of Shipping.   John joined Seko in 1999 as the director of quality and led the company to become ISO-9001-2000 in December of 2002, upgrading from ISO-9002.   John assumed the duties of Risk and Loss Prevention in 2002 and has been wearing all three hats since that time.   John is currently charged with reinforcing the security program at Seko and its strategic field partners by utilizing audit techniques and incorporating the requirements of   C-TPAT, TAPA, and customer requirements as they apply to the freight forwarding business.

Brian Hyland, Senior Corporate Security Manager

Mr. Hyland has been with SanDisk Corporation for over two years as its top Security Manager. Prior to that time, he has had his own licensed private security and investigation business in California for many years.

In the private sector, he has conducted many high tech investigations for some major Silicon Valley corporations, including SanDisk Corporation. One of the many major programs that Mr. Hyland has put into place at SanDisk Corporation is his supply chain security matrix. With frequent visits to Asia and Europe he has established a solid program that works for SanDisk's business model.

Mr. Hyland has also extensive law enforcement experience. As a police sergeant in the San Jose Police Department, and as a 25-year veteran, he has worked many specialized assignments. With his wide array of experience, he brings to the table a diverse, innovative approach to corporate security and international investigations.

Fred Hartung, Vice President - Global Logistics

Solectron Corp.

Fred Hartung is the Vice President of Global Logistics for Solectron Corporation. In his current role, Fred is responsible for corporate global logistics strategy, operations, supply chain, trade compliance, SC network design, reverse logistics, Solectron's customer focused 4PL operations and its import/export companies. Prior to working for Solectron, Fred was responsible for AlliedSignal's international logistics operations.

Fred holds a degree in Marine Engineering from the United States Merchant Marine Academy and an MBA from the Wharton School . Prior to attending graduate school, Fred sailed for five years as an officer in the Merchant Marine.

Randy Mullett serves as vice president, government relations for CNF Inc., a $4.0 billion management company of supply chain service providers with businesses in less-than-truckload motor carriage, truckload carriage, air freight, logistics and supply chain management, and trailer manufacturing.  

Mr. Mullett is responsible for managing all of the government relations activities for CNF and its subsidiaries. He also manages the company's relationships with various national trade associations and serves as CNF's “point man” on homeland security issues.

Mr. Mullet is a frequent speaker at homeland security conferences and is a respected voice within the homeland security community.

Michael Dailey, Corporate Manager of Security

Mike is the Corporate Manager of Security and Business Continuity Planning for the Americas Region, which includes all operating and business locations throughout North, Central and South America .   His responsibilities include the development and overall management of security, loss prevention, business continuity planning, and workplace violence avoidance programs for contract logistics and freight management operations.   His position has afforded him the opportunity for developing a broad understanding of security issues involving the supply chain and the challenges currently embraced by businesses and government.

Mike joined Exel Inc in 1998, after his service retirement from the Columbus , Ohio Division of Police, where he served 29 years.   During his police career, he supervised and managed units responsible for organized crime, street gangs, computer crimes and domestic terrorism.   He is an accomplished public speaker and has written articles for government publications and the Security Management Magazine.

SANDRA A. SCOTT is Director, International Relations for Yellow Roadway Corporation and is located in Washington , DC .   Sandra has been in the transportation logistics industry 39 years and has been with the company for 25 years.   Ms. Scott's responsibilities within International Relations are to monitor and analyze U.S. legislative and regulatory developments and global governmental affairs.   The affect on the corporation and subsidiaries as it relates to regulatory compliance as a provider of services for imports, exports and/or in-transits. Her advocacy efforts are aimed at streamlining a secure border through trade facilitation of goods and entry policies.   To reduce “border costs” wherever possible and to find cooperative approaches to the management of global trade.

Brian Paradise, Director - Risk Management

Brian Paradise is currently the Director, Risk Management and Corporate Security Officer, of Sea Star Line LLC. that operates vessels, marine terminals, and a trucking company in the Puerto Rican and U.S. Virgin Islands trade. Mr. Paradise has over thirty-five years of experience in maritime risk management and security management. He has worked as a police officer, and insurance investigator and adjuster, and he has served as a corporate risk manager for various maritime corporations. He has extensive experience in developing corporate risk management and security programs including early return to work programs, cargo loss prevention programs, and terminal security programs.

Stephen Evans, VP - Loss Control & Regulatory Compliance

Stephen has been with H&R Transport since 1984 and his current portfolio includes safety, security, risk management, compliance, etc.…or, as he likes to put it, he is the Vice President of “everything that goes wrong”. He has received a degree in geography from the University of Lethbridge , an Aviation Safety Management Diploma from the University of Southern California , and received his CRSP (Canadian Registered Safety professional) designation. He sits on the Board of Directors of several organizations and has also served his community both as the Director of Emergency Services and as Mayor. Richard Altomare, Chairman and CEO

Richard A. Altomare since January of 1992 has been Chairman and CEO of Universal Express, (USXP), a provider of logistics and air courier services to consumers, corporations and his 13,000 private postal industry members.   He has been President and CEO of various investment-banking firms.   Mr. Altomare was CEO of 3 professional sports franchises.   He has been a College Professor and a Major Political Candidate.   He has served his country in the US Marine Corp., as an officer in the U.S. Army, and a Vietnam Memorial Wall Board Member.

Michael Wolfe, Principal

North River Consulting Group

Mr. Wolfe's main interest is the interplay between intermodal freight system operations, tracking technologies, business economics, and supply chain security.  

He has written a series of well-regarded reports and articles on supply chain security, productivity, and technology, including a market forecast for smart container technologies through 2012.

An opinion leader in these areas, Mr. Wolfe is a resource to government agencies, international institutions, and the private sector.   He is a frequent speaker to industry groups.   He is a founding member of the Strategic Council for Security Technology and is President Emeritus of the New England Roundtable, Council of Logistics Management.

Nancy Williams, Vice President

Cotecna

Nancy Williams is a long-time Washingtonian and currently is the head of Cotecna, Inc., a US corporation based in Washington , DC which is a subsidiary of Cotecna Inspection SA, a global inspection and trade facilitation company based in Geneva , Switzerland .

Cotecna Inspection S.A., founded over 30 years ago, is a leader in the global inspection of a variety of goods on behalf of private traders and governmental entities involved in international trade.   These inspections have traditionally served to reduce the appeal for importers to evade foreign exchange, thereby increasing accuracy and actual Customs revenue.

Since 9/11, Cotecna, with offices in more than 100 countries, has focused its broad scope of work on the point of origin of the supply chain, not only to facilitate trade,   but to prevent security breaches and   to implement the utilization of technology in the securitizing of the supply chain.

In late 2003, the Innovative Trade Network (ITN) was formed as a consortium of loosely allied companies involved in supply chain security and facilitation. ITN gained “liaison” status with the International Standards Organization (ISO) Technical Committee 8, concerned with Ships and Marine Technology. As Cotecna is a member of ITN, Nancy became a frequent representative of ITN to the ISO TC8   meetings and thus became involved with the vast world of “standards”.   One year ago she was designated as convener of an ISO TC8 working group to draft the first security management system standard   for the supply chain, from manufacturers to consumer.   On 14 September 2005, ISO PAS 28000 was formally accepted by the members of TC8.   It will soon be published and the process of becoming an international standard will begin.

So in addition to overseeing Cotecna' Inc's expanding role in Washington, and in port and supply chain security and facilitation, Nancy will continue to be convener of the working group of experts which will draft the guidance document 28004 for ISO/PAS 28000.  

Prior to working with Cotecna, she spent several years working for US intelligence in Washington and abroad and was previously also involved with international real estate development and in work on privatization projects in the emerging Eastern European countries and Russia following the fall of the Soviet Union.

She has an undergraduate degree in mathematics, did additional studies at the University of Vienna , completed George Washington University 's program in Landscape Design, and is trying to find time to continue her pursuit of a graduate degree in “Cultural Preservation in a Global World” at Georgetown University .

Brandon Fried, Executive Director

Airforwarders Association

Brandon Fried graduated Syracuse University and started his air freight career as a sales representative in Los Angeles .  He then moved to Washington , D.C. where he began, owned and operated the Washington office of Adcom Worldwide, a global freight forwarder specializing in time definite air cargo transportation.
In 2000 he joined the Airforwarders Association and was elected twice as Chairperson in 2001, serving for two consecutive terms.  He represented the Association in security matters and currently serve on the Aviation Security Advisory Committee working group in counsel to the Transportation Security Administration.
In August 2005 he sold his interest in Adcom Worldwide and began consulting air cargo companies on business strategy and management practices.  He recently was appointed and now serve as the Executive Director of the Airforwarders Association based in Washington , D.C.     He is currently a candidate for a master's degree in business administration and lives in Chevy Chase , Md. with his wife Kim and two children, Evan and Jordan.

Juha Hintsa, Researcher

Cross-border Research Association

Mr. Juha Hintsa has a Master of Science ( Eng. ) degree from Helsinki University of Technology, in Industrial Management and Artificial Intelligence (1994). After working a decade in steel manufacturing and supply chain software industries, he started a global Cross-border Operations and Supply Chain Security Management research program in 2001 in close collaboration with HEC Lausanne. Since 2003 he has been a full-time researcher and analyst in various aspects of the Cross-border domain, including Technical Trade Facilitation Instruments; Landed Cost Engines and International Trade Automation; Customs Information Services; Cross-border Service Businesses; Supply Chain Security Programs, and Implementations. He is working in the last stage of his Doctoral thesis on “Supply Chain Security Management Cost Model”.

Organization:

Cross-border Research Association (CBRA) is a Swiss non-profit research entity focusing on Cross-border Operations Management, Supply Chain Security Management and Global Trade Facilitation surveys, case studies and theory development. CBRA consists of (i) group of full-time PhD-students (HEC Lausanne and EPFL), (ii) groups of Supervisors (University Professors; Senior experts in trade, customs, security; and International organizations, WCO, IFCBA, BASC, FIATA, WEPZA); and (iii) the Association Board. CBRA member companies (currently clothing, machinery, cpg) provide access to real world case studies (also annual membership fees; other research funding sources: HEC Lausanne, EPFL, SNF, five Finnish Foundations). Mr. Tubb is a founder and CEO of iControl Incorporated, located in San Jose , California .

iControl is a supplier of Internet based wireless data acquisition and control systems for the US Government and Fortune 500 companies. iControl provides container tracking and monitoring solutions to the U. S. Department of Homeland Security as part of the Marine Asset Tag Tracking System (MATTS), an R&D program tasked to develop and deploy an internationally accepted solution for shipping container tracking and security applications.

Prior to co-founding iControl Incorporated, Mr. Tubb founded Octant Technologies; a provider of control system, telemetry, and data acquisition systems for the aerospace industry. Mr. Tubb also served as Vice President of the Advanced Systems Group at Integrated Systems Inc. (ISI). ISI (now WindRiver) is the established leader in embedded operating systems and advanced control system software generation tools.

Mr. Tubb holds advanced degrees in Mechanical and Control Systems Engineering from Texas A&M   and the University of Colorado .

Rob Quartel, CEO and Chairman

Rob Quartel (54) is a former Member of the US Federal Maritime Commission, and an internationally recognized expert on US national maritime and transportation security policy.   He currently serves as Chairman/CEO of FreightDesk Technologies ( www.freightdesk.com ), named by Forbes Magazine as “one of the ten best” in logistics on the web.   The company is a leading provider of internet-based supply chain security and transportation management applications for international cargo management.   The company's   proprietary object-oriented software components and data capture and fusion technology are used by private companies and numerous government agencies (including US Departments of Transportation, Homeland Security, Defense, and the   to the US Food and Drug Administration) for a variety of challenges, including cargo security, compliance, chain-of-custody visibility, event management, and as a precursor to automated threat risk assessment

Mr. Quartel's experience spans a wide range of energy, transportation, safety and environmental regulatory matters and a number of public-private ventures including mass transit, high-speed rail, highway, aviation and port development projects.   He is best known for his views on maritime policy issues, however, and is a prolific and sometimes controversial writer and speaker, frequently cited in the media and called upon by the United States Congress for expert testimony.   As Maritime Commissioner, he was the leading proponent of international liner shipping deregulation, as well an advocate for reform of other US maritime laws.   He has been a Lecturer at Yale University 's Graduate School of Management, teaching a course on Transportation Strategy and Management; and served as a Member/Advisor to the Army Science Board on Strategic Sealift and “Army After Next” issues, as well as on Intra-Theater Distribution during Operation Iraqi Freedom.   Mr. Quartel is a Life Member of the Council on Foreign Relations, a Member of the Wilson Council at the Woodrow Wilson International Center , sits on the board of the Florida House, and was a member of the Bush-Cheney Transition Advisory Committee to the US Department of Transportation.   He has twice run for public office (US Congress in 1984 and the US Senate in 1992) in his home state of Florida .

Mr. Quartel has taken an active role in developing a public policy response to the issue of international container security and today serves as a technical advisor to the Department of Homeland Security, currently serving on the MTSA Advisory Subcommittee.   He was the first to publicly describe the concept of “pushing the borders out” via a “virtual” electronic data border and a “24-Hour Rule” that would allow government officials to profile cargoes prior to embarkation to the United States by merging commercially available data with intelligence information, a concept that has become one of the pillars of the President's Homeland Security Strategy.

Irvin Varkonyi, President

SCOPE

Irvin Varkonyi is President of Supply Chain Operations Preparedness Education, LLC (SCOPE), which provides content and research in supply chain security for the private and public sector. He is the Director of Education for the Trade Security Institute, a private consortium of homeland security experts who offer training and consulting in collaborative supply chain and transportation security. Mr. Varkonyi is also an Adjunct Professor in Transportation Policy, Operations and Logistics at George Mason University . He co-chaired the supply chain security program for the Council of Supply Chain Management Professionals at their 2004 Annual Forum.

He has held senior sales and management cargo positions with Emery Worldwide, Martinair Holland and KLM Royal Dutch Airlines.   Mr. Varkonyi is Chairman, Emergency Preparedness Committee, for the National Defense Transportation Association, Washington , DC chapter, current President of the National Capital Area Roundtable of CSCMP and vice-chair of the ASIS Transportation Council.   He earned an MBA from the American Graduate School of International Management (Thunderbird) and a BA from Clark University .

Luke Ritter, CEO

Luke Ritter is the founder and CEO of Trident Global Partners, a transportation consulting firm based in Annapolis , MD. He has over fifteen years of commercial and military transportation, operations and logistics experience, and specializes in intermodal transportation and security technology issues. After graduating from the U.S. Naval Academy, he served in various transportation and logistics assignments, and earned a military transportation management specialist designation while on active duty. His commercial transportation experience includes work as the intermodal manager for Tropical Shipping, a container line based in South Florida, where he was responsible for all trucking and railroad operations. He also has several years of recent experience working for defense contractors, such as SPARTA, Inc. and Science Application International Corporation (SAIC), providing transportation and security technology solutions to government and commercial clients. Mr. Ritter holds an M.B.A., with a concentration in maritime and logistics management, from Old Dominion University. He is a Certified Transportation & Logistics Professional (American Society of Transportation & Logistics), holds a seat on the Transportation Council of the American Society for Industrial Security, is a part-time faculty member at the Trade Security Institute, and is a member of the Trade Security Working Group at the Heritage Foundation. Mr. Ritter carries a US DoD active TOP SECRET security clearance.

Dan Negron, Vice President

Mr. Negron is an attorney licensed in New York , Florida and the US Federal Courts. He holds insurance licenses in New Jersey + Florida .

Mr. Negron is Vice President of Thomas Miller & Co., the managers of the Through Transport Mutual Insurance Association (TT Club), where he provides underwriting, risk management, loss prevention and related advisory services to its members.   These members include marine terminal operators, air cargo operators, port authorities and virtually all types of logistics operators.   The TT Club is the leading insurer to the intermodal industry.

Before joining the Thomas Miller organization, Mr. Negron was engaged in the practice of law, representing an international clientele in Federal and State Courts.  

Mr. Negron has written and lectured extensively on the law of multimodalism, insurance, risk management and loss prevention.   He currently authors the bi-monthly column, “Risks and Rewards” for Inbound Logistics magazine.  

He is listed in Who's Who in the World and Who's Who Among American Lawyers, and has been named Distinguished Alumnus by the International Law Society of New York Law School.

Kathryn Ouellette , Chief Operating Officer

Before her work with BGMI, Kathy was employed for 8 years as a Customs Officer at the Ambassador Bridge Detroit/Windsor crossing.   In this position she was involved with the public and trading sectors conducting traveler and commercial processing services for cross-border trade and operations.   As well she served as the Health & Safety Committee Co-Chair, worked as the port Intelligence Coordinator, and a port supervisor.

Kathy has a broad background in each of the sectors that are involved in international transportation logistics.   Before her work in the public sector, Kathy worked for several years in the private sector employed by carrier companies conducting cross-border support services.   She also worked in the automotive OEM sector managing supplier operations and technical sales/service contracts.  

Kathy received her Bachelor of Arts degree from the University of Windsor .   She has also received certification in Occupational Health & Safety, and completed studies in Industrial Management, Radio & Television Broadcasting, and many other industry related programs.

Kathy is a nature and equestrian enthusiast residing with her husband, Bradley and their daughter, Tamer in rural Ontario .

Lois O'Brien, Manager Security Program

SGS Systems and Services Certification

Lois W. O'Brien has been associated with SGS SSC since 1992, for the past two years serving as Manager of Security Programs for the company.   In this capacity she is responsible for the TAPA Certification Program, and the C-TPAT Compliance Audit Program, which utilizes an audit checklist based on the current C-TPAT requirements.   She has served on the SGS Global Security Working Group to develop the latter program for the past year, including administration of the auditor training program which has been deployed throughout SGS regions globally.

Previously in SGS SSC she managed the company's ISO training program for several years, and was responsible for Marketing and Sales of SGS SSC third party registration services in North America .

For several years prior to joining SGS SSC, Ms. O'Brien was employed by SGS U. S. Testing Company Inc., where she held the position of Manager of the Integrated Quality Program, which included Quality Awareness Training throughout the company.   Earlier duties at USTCO were the recruiting, hiring and administration of Security Clearances of employees for the company's Nuclear Power Generation Projects.   During this time Ms. O'Brien was also responsible for conducting Supervisor Training at USTCO Field Project Sites.

Chris Hatzi, Senior Director

Crisis Simulations International

Chris Hatzi is a Senior Director of Crisis Simulations International.   During his 20-year maritime career and prior to joining CSI, he held ocean-carrier and port-management positions in port cities throughout North America .

Since 2002, Chris has worked closely with Sandia National Laboratories' National Infrastructure Simulation and Analysis Center (NISAC) program to develop computer simulations of infrastructure interdependencies and infrastructure disruptions.   This work funded by the Department of Homeland Security is designed to better understand the consequences and cascading effects of human-made and natural disruptions.

Chris co-authored (with Sandia National Laboratories) an article for System Dynamics Review entitled "How Do We Increase Port Security Without Imperiling Maritime Commerce?   Using Flight Simulators and Workshops to Begin the Discussion.”   He continues to support Sandia National Laboratories in meeting their Department of Homeland Security mission.
