Ms. Conway has been
a dedicated member of U.S. Customs and now with U.S. Customs
and Border Protection since 1978, starting her career as a
U.S. Customs Inspector in Buffalo , New York .
In 2000, as Program
Manager, HQTRS/Office of Field Operations, Anti-Smuggling
Division, provided oversight to field Contraband Enforcement
Teams, the Non-Intrusive Inspection Technology program, and
setting policy for enforcement operations in air, land and
sea ports of entry.
In 2001, as Program
Manager, HQTRS/Office of Anti-Terrorism, addressed border
security and anti-terrorism operational issues, provided oversight
and assessment of policy and matters relating to terrorism.
Served as Customs representative to federal agencies
addressing terrorism and homeland security. (FAA, Coast Guard,
Departments of Energy, Treasury and Homeland Security)
In 2003, promoted to
Director, Interdiction and Security Division, charged with
oversight of Customs and Border Protection's maritime and
air cargo enforcement initiatives, support of the Container
Security Initiative, Smart Box, Operation Safe Commerce, and
CBP's support to the implementation of the Maritime Transportation
Security Act. Collaborated with U.S. Coast Guard, Transportation
Security Administration and DHS on maritime and air cargo
security policy.
October, 2005, became
the Director, Cargo Verification, under the CBP Cargo and
Conveyance Security Division addressing various cargo security
initiatives, policy and operational efforts.
Captain Michael

Captain Michael W.
Brown, U.S. Coast Guard, (retired) is from International Port
Security Program of the Port Security Directorate of Coast
Guard Headquarters in Washington , DC .
Captain Brown (retired)
attended the United States Coast Guard Academy, graduating
in 1973 with a Bachelor of Science Degree. He has had
extensive assignments in both maritime safety and security.
He has been stationed on both coasts, the Great
Lakes, the Gulf of Mexico and in Washington DC . He
has held two commands; Marine Safety Office Pittsburgh, Pennsylvania,
and Marine Safety Office Chicago, Illinois.
Captain Brown is a 1978 graduate of
California State University , Long Beach where he received
his Master of Arts degree in Political Science. He
is also a 1988 graduate of the Armed Forces Staff College
in Norfolk , Virginia , and a 1996 graduate of the Industrial
College of the Armed Forces where he received a Master of
Science degree in National Resource Strategy.
David McWhorter, Institute of Defense Analyses,
Office
of SAFETY Act Implementation - DHS
Dr. David McWhorter received
his PhD in Chemistry at the University of Virginia in 1998.
He is a research staff member at the Institute for Defense
Analyses, the contractor in charge of implementing the SAFETY
Act with the Department of Homeland Security. Dr.
McWhorter has been directly involved with the SAFETY Act application
evaluation process since its inception in the summer of 2003.
He and the rest of the SAFETY Act team have produced the Application
Kit for DHS and designed the entire process for application
evaluation. Since the first applications were received
by DHS in September 2003, Dr. McWhorter, who serves as the
leader of the Technical Evaluation team, has helped review
all applications and provided DHS decision makers with the
information they need to respond to the applicants.
Dr. McWhorter is also responsible for identifying Technical
Reviewers from IDA, federal and national laboratories, universities,
and the private sector.

Robby Moss,
Branch Chief - Highway Systems,

& Motor Carrier Programs Divison - TSA
Robby Moss is the Branch
Chief for Highway Systems within the Highway & Motor Carrier
Programs Division of the Transportation Security Administration
(TSA). He is also the Program Manager for TSA's Hazmat
Truck Security Pilot.
Previously with TSA,
Mr. Moss spent over two years with TSA's Transportation Worker
Identification Credential (TWIC) Program and served as the
TWIC Operations Manager from April, 2004 until January, 2005
when he moved into Highway & Motor Carrier Programs.
Prior to joining the
Transportation Security Administration, Mr. Moss was employed
by KPMG Consulting Inc. as a Senior Consultant. Mr.
Moss' experience includes over 11 years of operations management
and consulting related to logistics management, less-than-truckload
(LTL) operations management, supply chain management, project
management, and process improvement.
Prior to joining KPMG,
Mr. Moss served as an Operations Manager of dedicated logistics
operations for clients of Ryder Integrated Logistics and Dupre'
Transport. He also has experience in LTL outbound operations
with American Freightways.
Mr. Moss earned an
MBA with a concentration in Management from the University
of Houston and a BBA in Transportation from Mississippi State
University .
Ronald Miller,

Ronald Miller
is a member of the Procter & Gamble's, Global
Cross Border, Custom's Compliance Team, where he is responsible
for developing strategies and overseeing imports related to
the NA MDO and Beauty Care GBU for this Global Consumer Products
Giant.
In addition to his
current work, he is focused on supporting P&G objectives
as it pertains to the US Customs Trade Partnership
Against Terrorism (C-TPAT) Program and Supply Chain Security
activities. This cross functional team is leading
P&G's implementation of C-TPAT into daily operations while
stressing the need for sustainable solutions that make business
sense and are operationally feasible.
Mr. Miller has 15+
years of Senior Management leading cross-functional divisions
in the areas of Supply Chain/Procurement, Safety & Environmental
Affairs, US and International Customs Compliance, Supply Chain
Security/Risk Methodology and US & International Governmental
Contracting. He holds a BS from Murray State University
in Safety Engineering & Industrial Hygiene and also studied
internationally at TTKK, in Tampere , Finland .

Larry Arszman,

Larry Arszman is a
Senior Manager of Global Operations at Procter & Gamble.
He holds a Bachelor degree in Administrative Management, a
Bachelor degree in Computer Science and a Master Degree in
Security Management. He is member and held leadership
positions in ASIS, ACFE, CRIMESTOPPERS. He is a behavioral
profiler through handwriting and a member of the American
Handwriting Association.
During his 25 years
with Procter & Gamble, he has had security responsibilities
for numerous Research & Development facilities, managed
various security improvement projects and was a member of
the global security team focused in Western Europe for Procter
& Gamble. He is currently part of the Procter &
Gamble COE ( Center of Excellence ) responsible for developing
and implementing policies, procedures and training on various
global security topics for all Procter & Gamble employees.
He is also the Corporate Security representative for
their Information Security Program and the webmaster for the
Corporate Security web site.
Larry is part of the
P&G's CTPAT team where his role to help develop and implement
the necessary security procedures in accordance with CBP to
ensure the company complies with all CTPAT security requirements
securing their supply chains.
He is based at their

Jeff White

Kmart
Jeff White is the Director
of Asset Protection for Kmart's supply chain. His responsibilities
include the development and management of the asset protection
function within the supply chain. In this capacity he oversees
physical security of Kmart's warehouses, shipping and receiving
quality audits, safety programs, internal and external investigations,
interaction with third party carriers and C-TPAT implementation.
Jeff has over 30 years
experience in law enforcement, retail operations and retail
asset protection including both store and supply chain position
for Sears and Kmart. He also has assisted other companies
with asset protection related programs as a consultant.
Jeff belongs to several
industry groups including ASIS, ICSC and is a Certified Fraud
Examiner.
Ken Konigsmark,
CTPAT Program Manager
Boeing
Ken Konigsmark is the
Boeing Program Manager for the "Customs-Trade Partnership
Against Terrorism" (C-TPAT) program. He oversees
company-wide efforts to enhance supply chain security for
Boeing's complex international supply chains and to ensure
company compliance with C-TPAT requirements established by
U.S. Customs and Border Protection after 9/11.
Konigsmark is a 1978
graduate of the US Military Academy with a B.S. in Engineering.
He has twenty years of service in various Boeing organizations,
most recently in Boeing's International Security organization
prior to becoming C-TPAT Program Manager. He has previously
worked in the Low Observables Technology organization and
Boeing Computer Services and served as a Boeing Loaned Executive
to the Mountains to Sound Greenway Trust. Ken is a
retired active U.S. Army and U.S. Air Force Reserve intelligence
officer. He and Boeing's C-TPAT program office are
based in Bellevue , WA .
Jim Phillips,

Jim Phillips is
a Customs Manager working in the General Motors Tax Staff
Customs Administration Group. He holds a Bachelor of Business
Administration degree from the University of Michigan, is
a licensed Customs broker, US Navy Veteran and has worked
on a variety of Custom's related issues for 13 years.
Current assignments include managing GM's C-TPAT program,
FAST implementation and other projects to meet changing regulations
that effect Customs and the border. Jim is also Co-chairman
of both the Automotive Industry Action Group's Customs work
group and the Trade Support Network Supply Chain Security
Committee and is an ACE Trade Ambassador.
Donald Gore,

Don Gore is a Supply
Chain Security Advisor with the General Motors Global Security
Staff. He has 29 years of service with General Motors and
holds a BA degree from California State University , Northridge.
Don is also a member of the U.S. Navy Reserve.

Renee Stein,

Renee Stein is responsible
for driving Microsoft's vision of Global Trade Facilitation
and Supply Chain Security standards and practices at the national
and international level. As a trade policy advocate,
Renee speaks for Microsoft's business wherever governments
develop trade policy or pass legal or regulatory standards
that can critically affect Microsoft's corporate strategies
and bottom-line.
Given the heightened
worldwide security awareness and “forming” security requirements
due to 9-11, combined with the increased scrutiny surrounding
corporate reporting and expansionary compliance accountability
on all reporting aspects of international trade (Sarbanes-Oxley),
Renee is focused on proactively working with national and
international governmental bodies and non-governmental organizations
to influence trade policy establishment and proactively advise
in negotiations relating to trade in goods on Microsoft's

John Costello is the

as the director of quality and led the company to become ISO-9001-2000
in December of 2002, upgrading from ISO-9002. John

Brian Hyland,

Fred Hartung,

Fred Hartung is

years of experience in maritime risk management and security
management. He has worked as a police officer, and insurance
investigator and adjuster, and he has served as a corporate
risk manager for various maritime corporations. He has extensive

Stephen Evans,

Nancy Williams,

Nancy Williams is a
long-time Washingtonian and currently is the head of Cotecna,
Inc., a US corporation based in Washington , DC which is a
subsidiary of Cotecna Inspection SA, a global inspection and
trade facilitation company based in Geneva , Switzerland .
Cotecna Inspection
S.A., founded over 30 years ago, is a leader in the global
inspection of a variety of goods on behalf of private traders
and governmental entities involved in international trade.
These inspections have traditionally served to reduce
the appeal for importers to evade foreign exchange, thereby
increasing accuracy and actual Customs revenue.
Since 9/11, Cotecna,
with offices in more than 100 countries, has focused its broad
scope of work on the point of origin of the supply chain,
not only to facilitate trade, but to prevent security
breaches and to implement the utilization of technology
in the securitizing of the supply chain.
In late 2003, the Innovative
Trade Network (ITN) was formed as a consortium of loosely
allied companies involved in supply chain security and facilitation.
ITN gained “liaison” status with the International Standards
Organization (ISO) Technical Committee 8, concerned with Ships
and Marine Technology. As Cotecna is a member of ITN, Nancy
became a frequent representative of ITN to the ISO TC8
meetings and thus became involved with the vast world of “standards”.
One year ago she was designated as convener of an ISO
TC8 working group to draft the first security management system
standard for the supply chain, from manufacturers to
consumer. On 14 September 2005, ISO PAS 28000 was formally
accepted by the members of TC8. It will soon be published
and the process of becoming an international standard will
begin.
So in addition to overseeing
Cotecna' Inc's expanding role in Washington, and in port and
supply chain security and facilitation, Nancy will continue
to be convener of the working group of experts which will
draft the guidance document 28004 for ISO/PAS 28000.
Prior to working with
Cotecna, she spent several years working for US intelligence
in Washington and abroad and was previously also involved
with international real estate development and in work on
privatization projects in the emerging Eastern European countries
and Russia following the fall of the Soviet Union.
She has an undergraduate
degree in mathematics, did additional studies at the University
of Vienna , completed George Washington University 's program
in Landscape Design, and is trying to find time to continue
her pursuit of a graduate degree in “Cultural Preservation
in a Global World” at Georgetown University .
Brandon Fried,

Brandon Fried graduated
Syracuse University and started his air freight career as
a sales representative in Los Angeles . He then moved
to Washington , D.C. where he began, owned and operated the
Washington office of Adcom Worldwide, a global freight forwarder
specializing in time definite air cargo transportation.
In 2000 he joined the Airforwarders Association and was elected
twice as Chairperson in 2001, serving for two consecutive
terms. He represented the Association in security matters
and currently serve on the Aviation Security Advisory Committee
working group in counsel to the Transportation Security Administration.
In August 2005 he sold his interest in Adcom Worldwide and
began consulting air cargo companies on business strategy
and management practices. He recently was appointed

currently a candidate for a master's degree in business administration
and lives in Chevy Chase , Md. with his wife Kim and two children,

Juha Hintsa,

Mr. Juha Hintsa has
a Master of Science ( Eng. ) degree from Helsinki University
of Technology, in Industrial Management and Artificial Intelligence
(1994). After working a decade in steel manufacturing and
supply chain software industries, he started a global Cross-border
Operations and Supply Chain Security Management research program
in 2001 in close collaboration with HEC Lausanne. Since 2003
he has been a full-time researcher and analyst in various
aspects of the Cross-border domain, including Technical Trade
Facilitation Instruments; Landed Cost Engines and International
Trade Automation; Customs Information Services; Cross-border
Service Businesses; Supply Chain Security Programs, and Implementations.

Cross-border Research
Association (CBRA) is a Swiss non-profit research entity focusing
on Cross-border Operations Management, Supply Chain Security

and theory development. CBRA consists of (i) group of full-time

Irvin Varkonyi,

Irvin Varkonyi is President
of Supply Chain Operations Preparedness Education, LLC (SCOPE),
which provides content and research in supply chain security
for the private and public sector. He is the Director of Education
for the Trade Security Institute, a private consortium of
homeland security experts who offer training and consulting
in collaborative supply chain and transportation security.
Mr. Varkonyi is also an Adjunct Professor in Transportation
Policy, Operations and Logistics at George Mason University
. He co-chaired the supply chain security program for the

for cross-border trade and operations. As well she
served as the Health & Safety Committee Co-Chair, worked

Kathy has a broad background

sector, Kathy worked for several years in the private sector
employed by carrier companies conducting cross-border support
services. She also worked in the automotive OEM sector
managing supplier operations and technical sales/service contracts.
Kathy received her

Lois O'Brien,

Lois W. O'Brien has
been associated with SGS SSC since 1992, for the past two
years serving as Manager of Security Programs for the company.
In this capacity she is responsible for the TAPA Certification
Program, and the C-TPAT Compliance Audit Program, which utilizes
an audit checklist based on the current C-TPAT requirements.
She has served on the SGS Global Security Working Group
to develop the latter program for the past year, including
administration of the auditor training program which has been
deployed throughout SGS regions globally.
Previously in SGS SSC
she managed the company's ISO training program for several
years, and was responsible for Marketing and Sales of SGS
SSC third party registration services in North America .
For several years

Chris Hatzi,

Chris Hatzi is a Senior
Director of Crisis Simulations International. During
his 20-year maritime career and prior to joining CSI, he held
ocean-carrier and port-management positions in port cities
throughout North America .
Since 2002, Chris has
worked closely with Sandia National Laboratories' National
Infrastructure Simulation and Analysis Center (NISAC) program
to develop computer simulations of infrastructure interdependencies
and infrastructure disruptions. This work funded by
the Department of Homeland Security is designed to better
understand the consequences and cascading effects of human-made

Chris co-authored (with
Sandia National Laboratories) an article for System Dynamics
